Each year at Cook Park in Tigard, Oregon they hold the "Festival of Balloons". It's a gala event that starts in the wee hours of the morning (5:30 AM) and continues into night time...weather permitting for 3 days.
My wife and I got there in the wee hours of the morning. It was an overcast day, with rain in the forecast which didn't develop.
I took about a hundred photos...it's easy to do! The cost is seven bucks each to get in...well worth it and the event is a fundraiser for non-profits.
Best I could tell, balloon folks come from all over to participate in the event. And, yes you can go up with one of the pilots
but not during the festival. Maybe on another day after the festival.
That's a little confusing since I saw up to four people in some of the baskets...they can't all be pilots. But, maybe the rides were reserved for celebrities.
